BENGALI AS SECOND OFFICIAL LANGUAGE IN JHARKHAND. why urdu is the second official language of jharkhand why not bengali. urdu as second official language in indian states- 1. delhi 2. andhra pradesh 3. U.P 4. bihar 5. karnataka 6. jharkhand urdu as first official language - jammu &kashmir because of muslim vote bank politics muslims achieve from govt. what they want. bengali language is like a mother not biased on cast community and religion. Bangladesh is a muslim country with 90% muslim population but their mother tongue and official language is bengali. bengali language in jharkhand- east and west singhbhum ,saraikela kharsawan, silli tamar bundu of ranchi, chas chandankyari of bokaro disst,dhanbad,jamtara,dumka,pakur. two types of banglabhashi population- type1. pure bengali speaker migrants setteler from west bengal but they are seteled in jharkhand at least 300 years. 2. jharkhandi moolnivashi sadan banglabhashi. they speak mix or remix bangla with local language. a. kurmali+bangla- silli tamar, b. bangla+khortha c.bangla+panchpargania in year 2002 arjun munda govt. declare bangali and santhali as second official language of jharkhand but when madhu koda come in power he change the deceason and give urdu as second official language. my sadan(mahato) friends ask me why bengali why not kurmali or khortha ? Reason- jharkhandi languages like kurmali ,khortha,panchpargania are not developed language. these jharkhandi languages has following limitation - 1. lack of vocavoulari(sabd bhandar ki kami) 2. lack of scientific words and technical termology. 3. not have own scipt. 4. not well developed grammer 5.very limited word stock. 6. standandarisation of language- for example we speak hindi that is hindi of western U.P that is considerd as national language. 7. lack of written literature. 8. very much undeveloped language. among the indian language sanskrit and Tamil is most developed language.   3. haqeeqat to yeh hai ki Jharkhand mein Urdu koi nahi bolta hai. Agar hum Muslim abadi ki baat karen, to jo Bengali Muslim Jharkhand mein hain, woh Bangla bolte hain, jo Arrah, Chhapra se aakar base hue hain, ve log Bhojpuri bolte hain, Darbhanga ki or se aaye hue Maithili bolte hain. Aur local awam to tribal dialects bolte hain. Ho sakta hai ki Lucknow se aakar base kuchh log Urdu ka istemal kabhi karte the, magar ab un gharano mein bhi local zubaan ka asar kayam ho gaya hai.

      One of this building is 'DWARKIN LODGE' about which i read in Desh-as Bargander Bangali Uponibesh & also find in Buddhadeb Guha's story.another is Khtromoni Kuthir or somthing like that.
      I shall be grateful,if you could provide me link,pictures or any other detail information.-regards

  7. Gujarat High Court has observed that though majority of people in India have accepted Hindi as a national language, there was nothing on record to suggest that any provision has been made or order issued declaring Hindi as a national language of the country.

    The observation was made by division bench of Chief Justice S.J. Mukhopadhaya and justice A.S. Dave recently while rejecting a Public Interest Litigation (PIL) by one Suresh Kachhadia.

    Mr. Kachhadia had filed the PIL last year seeking direction to Central and State government to make it mandatory for manufacturers to print details of goods like price, ingredients and date of manufacture in Hindi.

    The court observed, “Normally, in India, majority of the people have accepted Hindi as a national language and many people speak Hindi and write in Devanagari script but there is nothing on record to suggest that any provision has been made or order issued declaring Hindi as a national language of the country.”

    “No mandamus can be issued on any manufacturer or others for giving details or particulars of package in Hindi in Devanagari script,” it further said.

    It was contended by Mr. Kachhadia’s lawyer that Hindi was the national language and was understood by a large number of persons in the country.

    The Counsel representing central government submitted that specific provision has been made under the Standard of Weight and Measures (Packaged Commodities) Rules of 1977 that particulars of declaration should be in Hindi in Devanagari script or in English.

    The court said that the Constituent Assembly while discussing the Language Formula noticed the recommendation of the Sub-Committee on Fundamental Rights, which recommended the formula as per which, “Hindustani, written either in Devanagari or the Persian script at the option of the citizen, shall, as the national language, be the first official language of the Union. English shall be the second official language for such period as the Union may, by law, determine.”

    However, in the constitution, Hindi was declared as an official language and not a national language.

    The court in its order said Part XVII of the Constitution deals with Official Language. Under Article 343, official language of the Union has been prescribed, which includes Hindi in Devanagari script and English.
